I remember packing a nylon (or some other semi porous sack) with resin and tapping it to sprinkle onto a hot metal plate for aquatinting, perhaps something similar will work? Otherwise loading up a soft brush or powderpuff and tapping or scraping onto the sticky area might do it, it depends on how much the powder wants to stick to the applicator or get onto you or into your lungs. Is there any way to get the adhesive on in a sprinkly way, like loading it onto a stiff brush and scraping with a fingernail near the surface?
